8th Pay Commission Salary Structure Explained
A Central Government employee's pay packet comprises earnings (Basic Pay + Dearness Allowance + House Rent Allowance + Transport Allowance) minus statutory deductions (NPS/UPS, CGHS, Professional Tax, and Income Tax). Here is how each component is structured.
1. Basic Pay
The foundation of the salary determined by your level and vertical cell index in the Pay Matrix. All other allowances and retirement contributions scale directly from this amount.
2. Dearness Allowance (DA)
Cost-of-living adjustment revised twice a year (effective 1 January and 1 July) based on the 12-month rolling average of the All-India Consumer Price Index for Industrial Workers (AICPI-IW).
3. House Rent Allowance (HRA)
Categorized by posting city population: Class X (50L+ population metros: 30%), Class Y (5L-50L cities: 20%), Class Z (all remaining areas: 10%), with guaranteed minimum floors.
4. Transport Allowance (TA & DA-on-TA)
Fixed monthly commuting allowance varying by pay level band and city category (higher-rate TPTA cities vs other places). Carries DA at the exact same prevailing percentage as basic pay.
