DA Rule: By pay commission convention, 7th CPC accumulated DA (60% notified rate) merges into the revised 8th CPC basic pay. The new DA counter starts at 0% and grows biannually based on future 12-month AICPI-IW averages.

HRA Escalator Rule: Under 7th CPC OM dated 7 July 2017, HRA rates were set at 24% (X), 16% (Y), and 8% (Z) when DA was 0%. The rules dictate that HRA steps up to 27%/18%/9% when DA reaches 25%, and 30%/20%/10% when DA crosses 50%. Our model lets you toggle between this reset precedent and the alternative scenario of holding rates at 30%.

Pension Contribution: Unified Pension Scheme (UPS) and National Pension System (NPS) both mandate a 10% employee contribution on (Basic Pay + DA). Under 0% initial DA in 8th CPC, the 10% deduction applies to the revised Basic Pay.

How the 8th Pay Commission Calculation Engine Works

Unlike ordinary salary tools that apply a single flat percentage across all components, this calculation engine replicates the official methodology of the Central Civil Services (Revised Pay) Rules:

1. Basic Pay Fixation

Every level and cell in the 7th CPC matrix corresponds to a specific basic pay. The projected 8th CPC basic is calculated as:

Revised Basic = Round(7th Basic × Fitment Factor, nearest ₹100)

This preserves the traditional increment structure across all 40 cells.

2. DA Merger & 0% Reset

In pay revision history, previous DA (currently 60% notified) is subsumed into the new basic. The 8th CPC DA resets to 0% at inception, ensuring no double counting.

Subsequent DA revisions resume biannually based on AICPI-IW.

3. Dual HRA Modeling

How is 8th CPC basic pay calculated from 7th CPC basic pay?▼

The 8th CPC revised basic pay is derived by multiplying the current 7th CPC basic pay by the approved fitment factor and rounding the result to the nearest ₹100. For example, on a 3.833× fitment factor, an entry basic of ₹18,000 becomes ₹69,000.

Why does 8th CPC HRA project at 24% instead of the current 30%?▼

This is an analyst modeling choice based on the 7th CPC precedent (DoE OM No. 2/5/2017-E.II(B)). When past DA is merged into revised basic pay, new DA starts at 0%. HRA rates are governed by a DA-threshold escalator that begins at 24% (X), 16% (Y), and 8% (Z), stepping up only when DA crosses 25% and 50%. Our calculator lets users toggle between this base-tier reset and the alternative scenario of holding rates at 30% without a reset.

Why is DA-on-TA calculated separately from DA on basic pay?▼

Transport Allowance (TA) carries Dearness Allowance at the exact same percentage as basic pay, but the rupee amount must be computed separately based on the TA base amount notified for your pay level and city classification.

How does the state of posting affect take-home salary?▼

Under Article 276 of the Constitution, state governments may levy Professional Tax up to ₹2,500 annually. States like Maharashtra, Karnataka, Gujarat, and West Bengal deduct up to ₹200/month, whereas postings in Delhi, Haryana, Uttar Pradesh, and Rajasthan have zero professional tax.
